1                 Purpose

The Program/Project  Office Manager owns the program / project  execution governance in a program / project and facilitates the implementation and execution of the Nokia standard PMO and Project Management methodology. Furthermore she/he is guiding and supporting Program Business Manager and the entire program/project team on the respective disciplines.

2                 Responsibility

·        Setup of Program Business Management Methodology in projects / programs

·        Define and set up the program/project office key areas

·        Setup, lead and manage entire project office team

·        Owns resource / capability planning

·        Ensures that all requested and needed reports are delivered to the program/project as well as to the customer and Nokia management

·        Ensures comprehensive program/project management planning and the  continuous update of the plan

·        Ensure that program/project management  process & tools are setup and working as requested by the project/program

·        Ensures proper comprehensive contract management, claim/change management and risk management as well as the required reporting in close coordination with the Program Business Manager

·        Manages financial and non-financial end-to-end program/project performance

·        Install strategic dialogue on key business matters

·        Prepare and enforce decision making

3                 Competence

·        Effective leadership, interpersonal and communication skills

·        High expertise of program and project management methods

·        Ability to facilitate a respective and trustful environment

·        Ability to create a sense of community within the members of the program/project

·        Good knowledge of planning, monitoring and controlling methodologies

·        Good understanding of the Nokia process (e.g. delivery process, procurement process including negotiation with third parties, etc)

·        Expertise of budgeting and resource allocation procedures.

·        Sufficient seniority and credibility to advise project teams.

·        Problem solving ability.

·        Higher degree.

·        Fluent in English languege.

·        Recognized certification in project management e.g. PMP, Prince2 is an advantage.

4                 Interfaces

·        Program Manager

·        Customer Team Head, Account Manager. Solution Sales Manager

·        Customer-interface

·        Sucbcontractor project management

·        Nokia-internal interfaces to Resource organization, business lines etc.

5                   Key Performance Indicators

·        Customer Loyalty Index, Gross Margin.

·        Project Cost Adherence, Project Asset Rotation Days.

·        Service Quality  (transactional customer satisfaction), Service Performance (contract fulfillment), Operational Service Levels.

6                 Locations

There are two alternative locations:

·        Poland, Warsaw. 50% travel.

·        Norway, Fornebu, 20% travel.
