The successful candidate will assume full end to end responsibility for all non-executive Talent Acquisition (T.A) activities across the Europe North and Europe South Regions combined and will lead talent delivery externally as well as internally.
They will be a member of the Region HR Leadership team. 
 
They will analyze business demand and build delivery plans for the region while ensuring brand, process and legal compliance. Key focus areas will be the transformation, effectiveness and performance of the talent acquisition process and build a competent team for the Region, in alignment with the Global T.A. direction.
 
As a respected senior Talent Acquisition Business Partner for the region, they will establish trust with the Business leaders to re-install T.A. as a strategic driver in the company.
 
Reports to
The Region HR Head (of either Europe South or North, depending on the location of the hire).
 
Team and direct reports
This position is the line manager of the recruiters based in Europe, team size of 30+ individual contributors. Over time a team structure is to be established, i.e. this position will have team leaders reporting to it.
 
Key Responsibilities
  • Create region talent acquisition strategy based on the input of and in close cooperation with Business Leaders in the Region while still maintaining and heading the overall global T.A. direction
  • Drive the talent acquisition transformation as a key change agent
  • Drive the implementation of global roll-outs in own region ensuring global consistency, including but not limited to
    • Employer brand re-instatement
    • Active sourcing, pipeline development
    • Nokia culture and leadership fit integration into selection process
    • Campus Management / University Relations
    • Metrics
  • Ensure operational excellence and drive for continuous improvement in T.A. delivery
    • Effective leadership in the region, including building the team structure within the Europe Talent Acquisition Team
    • Strong cooperation with Talent Acquisition Support organization and HR Connection to ensure globally consistent, most efficient end-to-end delivery
    • Liaise with HRBPs with key businesses in the region and agree scaling solutions, possibly including Recruitment Process Outsourcing solutions
  • Lead the Region Talent Acquisition team, ensuring the right competencies are available for the region: for own team, for HR in general and for Line / Hiring Managers
  • Drive internal job market jointly with Talent, Leadership and Organization Development Head of the Region with active internal sourcing utilizing talent and succession pools.

  • Monitor legislation and court practice trends related to talent acquisition for all countries in Region, plan intervention jointly with Country HR in a proactive manner.
  • Embed actions to drive diversity into both internal and external sourcing in alignment with Global Diversity & Inclusion
  • External sourcing – drive vendor consolidation, challenge and act as approver for external vendor usage based on total cost of ownership scenario planning, select and monitor preferred vendors.
  • Talent Insight champion for Region, aggregating benchmark / research data with own delivery’s findings;
  • Anticipate and deliver on business needs as per business plans made available
    • Forecasting demand and supply (redeployment, workforce planning, interaction with business leaders, identification of projects /deals, short and mid-terms need)
    • Project management of region specific recruitment initiatives based on skill, business and geography
  • Ensure customer satisfaction and quality of service delivery
    • Meet with the business leaders, HR leaders of the region
    • Region specific analysis of global T.A. customer satisfaction surveys
    • Relationship and SLA management for any regional Recruitment Process Outsourcing (RPO) Vendors for adjustment

Requirements
  • 8+ years of experience within Talent Acquisition ideally combining agency along with in-house, with exposure to the Engineering, Computer Science/Engineering and IT industry, of which min 3 years in a role with multi-country scope
  • 5+ years of leadership experience
  • Talent acquisition experience in Strategy, Process, Project as well as Operational side
  • Passion to drive positive change
  • Strong track record with cross-functional projects
  • Strong partnership approach for working with the listed network, vendors and Recruitment Process Outsourcing provider/shared service center.
  • Experience partnering with an Recruitment Process Outsourcing provider / with an internal shared service center
  • Proven track record in stakeholder management; influencing without formal authority
  • Strong integrator and collaborator across the entire talent spectrum
  • Experience in virtual and cross-functional team management
  • International exposure
